Myung-bak May 24, 2010 Fellow Koreans, I am standing here today, keenly aware
that the Korean Peninsula is facing a critical turning point. My fellow
citizens, The Cheonan was sunk by a surprise North Korean torpedo attack.
Again, the perpetrator was North Korea. Their attack came at a time when the
people of the Republic of Korea were enjoying their well-earned rest after a
hard day's work. Once again, North Korea violently shattered our peace. The
sinking of the Cheonan constitutes a military provocation against the Republic
of Korea by North Korea. UNCLASSIFIED U.S. Department of State Case No.

War, the North has perpetrated incessant armed provocations against us,
including the bombing attack against the presidential delegation at the Aung
San Martyr's Mausoleum in Myanmar and the bombing in midair of Korean Air Flight
858. The North Koreans, however, have never officially admitted the crimes they
committed. This time is no different. They continue to insist that my
Government fabricated the sinking of the Cheonan. I am not surprised by such
North Korean behavior and this was the reason why I emphasized, from the very
beginning, the importance of conducting a thorough and objective scientific
investigation into the incident. I also asked the nation to exercise patience
and self-restraint. It was important for us not to come to any hasty conclusion
until the results of the investigation came out. Finally, on May 20th, the
international joint investigation group released their conclusive findings,
back ed by definitive evidences. With the release of the final report, no responsible
country in the international comm unity will be able to deny the fact that
theheonan was sunk by North Korea. Fellow citizens, We have always tolerated
North Korea's brutality, time and again. We did so because we have always had a
genuine longing for peace on the Korean Peninsula. But now things are
different. North Korea will pay a price corresponding to its provocative acts.
I will continue to take stern measures to hold the North accountable. From this
moment, no North Korean ship will be allowed to make passage through any of the
shippingl anes in the waters under our control, which has been allowed by the
Inter-Korean Agreement on Maritime Trans portation. The sea routes meant for
inter-Korean exchanges and cooperation must never again be used for armed
provocations. Trade and exchanges between the Republic of Korea and North Korea
will also be suspended. We still remember the killing of an innocent South
Korean tourist by a North Korean armed guard at the Geumgangsan resort. More
recently, North Korea unilaterally confiscated South Korean assets at this same
resort. Worse yet, the North sank the Cheonan taking the precious lives of our
young sailors. Under these circumstances, any inter-Korean trade or other
cooperative activity is meaningless. However, we will continue to provide
assistance for infants and children. Matters pertaining to the Gaeseong
Industrial Complex will be duly considered, taking its unique characteristics
into consideration. From now on, the Republic of Korea will not tolerate any
provocative act by the North and will maintain the principle of proactive
deterrence. If our territorial waters, airspace or territory are violated, we
will immediately exercise our right of self-defense. The North's military
provocation against the Cheonan on March 26 violated the Charter of the United
Nations and contravened the existing agreements reached for the sake of peace
and stability on the Korean Peninsula, including the Korean War Armistice
Agreement and the Basic Agreement between South and North Korea. In close
consultations with the nations concerned, the Government will refer this matter
to the UN Security Council, so that the international community can join us in
holding the North accountable. Many countries around the world have expressed
their full support for our position. I solemnly urge the North Korean
authorities to do the following. Apologize immediately to the Republic of Korea
and the international community. Immediately punish those who are responsible
for and those who were involved in the incident. These are basic measures that

continues to make excuses and wild assertions as it has always done in the
past, they will not find any place to stand in the world. My fellow Koreans and
our compatriots in North Korea, The overriding goal of the Republic of Korea is
not military confrontation. Our goal has always been the attainment of real
peace and stability on the Korean Peninsula. Our goal is to bring about
prosperity for all Koreans. Our vision is to realize the peaceful reunification
of the Korean Peninsula. This year marks the 60 thanniversary of the outbreak
of the Korean War. The Republic of Korea is no longer what it once was—an
impoverished nation, suffering from the scars of war. Rising above the ruins of
war, the Republic of Korea has achieved an impressive miracle of progress
guided by the constitutional foundations of liberal democracy and a free market
economy. The Republic of Korea is continuing its confident march toward the
center stage of the world. All countries across the globe are competing with
one another to ensure the prosperity of their own citizens. At the same time,
all nations are working together for the sake of coprosperity and peace in the
global community. The entire world is changing. Changes are taking place faster
than ever. But, what is the situation in North Korea? Nothing has changed over
the last sixty years. It is a country still holding onto an empty ambition of
forcefully reuniting the Korean Peninsula under the banner of communism. It is
a country that still believes in making threats and committing terrorist
activities. North Korea's goal is to instigate division and conflict. For what
reason and for whom is it doing what it does? As compatriots, I am truly
ashamed. It is now time for the North Korean regime to change. Today, no
country can maintain peace and make economic development on its own. It is
imperative to conduct exchanges and cooperate with the world and to join the
path that everyone else is taking. It is time to look at reality and make that
courageous decision. It is time for the North Korean regime to start thinking
about what is truly good for the regime itself and its people. The Korean
Peninsula must not be left standing as the danger zone in Northeast Asia. The
two Koreas must take the initiative and resolve this problem. The Peninsula
must become a new cradle of world peace. Fellow Koreans, Permeating this War
Memorial of Korea are the spirits of the soldiers of the Republic of Korea and
United Nations who shed blood on this land 60 years ago. Also dedicated here
yesterday was the monument memorializing the 46 fallen warriors of the corvette
Cheonan. Through the Cheonan tragedy, we learned a painful lesson once again.
We had been forgetting the reality that the nation faces the most belligerent
and destructive regime in the world. We have to admit that our Armed Forces
made mistakes as well. On the occasion of this incident, the Government will
solidify the national security readiness. The discipline of the Armed Forces
will be reestablished, military reform efforts will be expedited and combat
capabilities will be reinforced drastically. The Republic of Korea and United
States alliance and joint combat readiness will be further strengthened on the

안보리의장성명(구속력 있는 의결이 아닌) 및 그 내용(공격 인정하되 북의 부인과 직접적인 북 비난 없음)이 그동안 한미-러 간에 조율되어 온 점을 감안하더라도,
이는 당초 어뢰설, 기뢰설이 혼재되다가 미묘한 시점에 1번어뢰(위조냐 여부가 문제되므로 사안의 성격이나 간극차만으로는 양측이 사실 협상할 사안이 아님 서로 분쟁할 사안이지) 발견후 어뢰설을 한국정부가 공식발표한 상태에서, 미 국무부에서 북이 크게 반발할 가능성도 예상했다는 것이어서 (그러지 않는것이) 의외라는 것이 되어 미묘한 파장을 줄 수 있다.
미국은 직후 7월 15일 유엔사(미국)과 북이 판문점에서 접촉해 장성급회담과 북의 조사참여를 협의했고,
미국은 당초 6월로 예정된 해상훈련을 7월로 미루면서 남의 언론동향을 파악하는 등 다각도로 사태악화방지를 조율하고 있다.
천안함사건이 매우 이례적인 점은,
최종 군사공격을 인정하고도 기뢰설, 어뢰설 저울질하다가 직후가 아니라 두달여간 국제조사를 통해 대통령이 524조치 발표했으나 이마져 평화적 해결을 언급했고,
러시아가 좌초설, 기뢰설 등 자체조사를 하고도 (한국을 의식해서) 공식발표하지 않은 상태에서 한미러간 조율이 이루어졌고, 유엔안보리의장성명도 그 결과로 보여지며
가해자로 지목된 북이 처음부터 조사참여를 요구하는 가운데
미국이 북에 대해 적극적으로 자제 및 악화방지를 조율(판문점 협의, 뉴욕채널) 해온 것이다.
오바마는 직후인 7월 리처드슨 주지사 방북 타진 및 6자회담 등 북핵이슈는 분리처리를 시사하기도 했다.
사건발표후 두달도 안된 시점에서 천안함 사건에도 불구하고 이를 협의하자는 것이다.
미국은 군대가 군대를 공격한 것이므로 직전년 해제된 테러국 제재복원은 아니라고 북을 안심시키기도 했다.

Security Council At the 6355th meeting of the Security Council, held on 9 July
2010, in connection with the Council’s consideration of the item entitled
“Letter dated 4 June 2010 from the Permanent Representative of the Republic of
Korea to the United Nations addressed to the President of the Security Council
(S/2010/281) and other relevant letters”, the President of the Security Council
made the following statement on behalf of the Council:
“The Security Council
notes the letter dated 4 June 2010 from the Permanent Representative of the
Republic of Korea (ROK) to the United Nations addressed to the President of the
Security Council (S/2010/281), and the letter dated 8 June 2010 from the
Permanent Representative of the Democratic People’s Republic of Korea (DPRK) to
the United Nations addressed to the President of the Security Council
(S/2010/294). “The Security Council deplores the attack on 26 March 2010 which
led to the sinking of the ROK naval ship, the Cheonan, resulting in the tragic
loss of 46 lives. “The Security Council determines that such an incident
endangers peace and security in the region and beyond. “The Security Council
deplores the loss of life and injuries and expresses its deep sympathy and
condolences to the victims and their families and to the people and Government
of the ROK, and calls for appropriate and peaceful measures to be taken against
those responsible for the incident aimed at the peaceful settlement of the
issue in accordance with the UN Charter and all other relevant provisions of
international law. “In view of the findings of the Joint Civilian-Military
Investigation Group led by the ROK with the participation of five nations,
which concluded that the DPRK was responsible for sinking the Cheonan, the
Security Council expresses its deep concern. “The Security Council takes note of the responses from
other relevant parties, including from the DPRK, which has stated that it had
nothing to do with the incident. “Therefore, the Security Council condemns the
attack which led to the sinking of the Cheonan.
“The Security Council underscores
the importance of preventing further such attacks or hostilities against the
ROK or in the region. “The Security Council welcomes the restraint shown by the
ROK and stresses the importance of maintaining peace and stability on the
Korean peninsula and in north-east Asia as a whole. “The Security Council calls
for full adherence to the Korean Armistice Agreement and encourages the
settlement of outstanding issues on the Korean peninsula by peaceful means to
resume direct dialogue and negotiation through appropriate channels as early as
possible, with a view to avoiding conflicts and averting escalation. “The
Security Council reaffirms the importance that all Member States uphold the
purposes and principles of the Charter of the United Nations.”

was decided by the need of South Korea and the United States, rather than by an
y certain country's position. As we are holding the exercises in our
territorial sea and air where we have full rig hts to conduct military
exercises, we are in the position that there is no legal problem with regards
to these exer cises. O (Joongang) As the Yellow Sea and the East Sea have
different depths and environments, there must be differe nt exercise scenarios
for each sea. -The detailed exercise plan is getting close to completion by the
Joint Chiefs of Staff. - When the plan is determined, the Joint Chiefs of

and it is hard to say that it is led by one country or another. - It is planned
